03:40
Speaker 1

indivisible

03:41
Speaker 1

with liberty and justice for all. Thank you.

03:45
Speaker 1

Alright.

03:49
Speaker 1

City Clerk Nancy Long, we have I believe one item on our agenda, which is the public hearing on the military of 04/1949

03:57
Speaker 1

for tax year 2025.

03:59
Speaker 1

Would you please read the item?

04:01
Speaker 3

Yes. This is the public hearing on the military of 04/1949

04:05
Speaker 3

for tax year 02/00/2025.

04:10
Speaker 1

Is there a presentation for the public hearing?

04:13
Speaker 1

Negative.

04:15
Speaker 1

Bill Godshall, our chief financial officer is in attendance

04:19
Speaker 1

to address any questions.

04:21
Speaker 1

Nancy, are there any Roswell residents who would like to speak on the military?

04:25
Speaker 3

Yes. We have one speaker, Daryl O'Hare. Thank you.

04:36
Speaker 4

Actually came because I was hoping to see a presentation, but,

04:40
Speaker 4

I guess not. So I'm gonna,

04:44
Speaker 4

I have a few concerns about

04:47
Speaker 4

the current millage rate. I understand that it's not increasing.

04:52
Speaker 4

However, property taxes are

04:56
Speaker 4

increasing for because property taxes are our value of our homes are going up. Good news for the city of Roswell. But,

05:04
Speaker 4

but at the same time, the cost of living and everything else has really,

05:08
Speaker 4

increased.

05:09
Speaker 4

My energy bills,

05:11
Speaker 4

my grocery bills,

05:14
Speaker 4

everything else has increased quite a bit. So

05:19
Speaker 4

even though the millage rate is not going to increase as I understand it, it is not a,

05:26
Speaker 4

it isn't is not keeping the same tax rate

05:29
Speaker 4

because we'll be still paying more taxes

05:32
Speaker 4

as a result of that. My question, I guess, is

05:36
Speaker 4

if we were to do a rollback

05:39
Speaker 4

tax, a millage rate, I think that's what they call it,

05:43
Speaker 4

would that is there a figure or a number

05:46
Speaker 4

that would equal what we

05:49
Speaker 4

collect in taxes now

05:52
Speaker 4

as a result of rolling back doing a rollback millage rate?

05:57
Speaker 4

So that's my concern is that

06:01
Speaker 4

even though we have not increased the millage rate,

06:04
Speaker 4

we are actually going to

06:06
Speaker 4

receive much more in that

06:09
Speaker 4

fund source, if I'm correct.

06:12
Speaker 4

So,

06:13
Speaker 4

for people like me or my husband,

06:17
Speaker 4

firmly middle class, the bills are all going up. I do know that a lot of the services within the city are also,

06:25
Speaker 4

going up for people when they're trying to,

06:29
Speaker 4

engage in the practices at the parks or get some glasses and do all those kinds of things.

06:36
Speaker 4

So all of the

06:39
Speaker 4

I would like to keep our taxes

06:41
Speaker 4

as low as possible

06:43
Speaker 4

with the millage rate by

06:45
Speaker 4

looking at

06:48
Speaker 4

a possible rollback rate

06:50
Speaker 4

so that we collect the same amount of taxes versus just saying we're doing the same millage rate

06:56
Speaker 4

because those are two different things as I understand it.

07:04
Speaker 1

Daryl, you're exactly right. There is

07:06
Speaker 1

definitely difference between the rollback rate

07:09
Speaker 1

and keeping the same

07:11
Speaker 1

millage rate or property tax rate.

07:14
Speaker 1

And in fact the proposal

07:17
Speaker 1

that the council currently is to keep the millage rate the same,

07:22
Speaker 1

but it is not the same effective tax dollars that you'll pay. And if you probably noticed two of the three years we have actually rolled back the millage rate. This year we are not proposing to do that. Bill would you like to address that specifically I think and there's a dollar figure there with respect to the actual dollar value of

07:41
Speaker 1

what a rollback rate is versus just keeping the millage rate the same or the

07:46
Speaker 1

property tax rate the same? Sure.

07:58
Speaker 5

So last week as we walked through the presentation, we used an example

08:03
Speaker 5

with the Roswell millage rate, the 4.949

08:08
Speaker 5

rate that

08:09
Speaker 5

using it on a fair market value home of $550,000

08:13
Speaker 5

the assessed value would be $2.20

08:15
Speaker 5

and that would result in

08:18
Speaker 5

payment of property taxes of approximately $10.89

08:21
Speaker 5

dollars

08:22
Speaker 5

This is without exemptions

08:24
Speaker 5

of any sort, whether homestead exemption, floating exemption or otherwise,

08:28
Speaker 5

because there's too many things to mix in with that. If we were to use the rollback rate,

08:34
Speaker 5

which is about 4.658,

08:38
Speaker 5

then this homeowner would pay $69

08:41
Speaker 5

less

08:43
Speaker 5

in in in, property taxes compared to the $1,089.

08:49
Speaker 1

That's a very good way of putting it with the actual homeowner would be paying in the difference. Thank you. Thank you, Bill. Thank you so much.

08:58
Speaker 1

That's per year. $69

09:00
Speaker 1

per year. Correct?

09:02
Speaker 5

Right. That would be for for the the assessment would change from,

09:07
Speaker 5

$10.88 and it would be less,

09:09
Speaker 5

approximately $69

09:11
Speaker 5

of that.

09:13
Speaker 1

Thanks, Bill. Thank you.

09:15
Speaker 1

Thank you for the question, Daryl.

09:19
Speaker 1

Nancy, do you have any other Roswell residents that would like to address it?

09:23
Speaker 3

There are no other speakers.

09:25
Speaker 1

Thank you so much.

09:28
Speaker 1

Council, do you have any questions or comments?

09:31
Speaker 1

Yes, sir. Councilman Brown sells.

09:33
Speaker 6

I know Mayor, thank you, Mayor. I know we share the goal of being out of the property tax business, Daryl. I love that question and, our work the the work we're doing on the economic development just like across the street. I forgot my bearings here.

09:48
Speaker 6

You know, that that is going to replace a fair amount of our millage rate right right there. What's what is 1 mill worth for, the city of Roswell today? You know?

10:01
Speaker 5

It's about $7,000,000

10:03
Speaker 6

right now. About $7,000,000?

10:04
Speaker 6

Yes, sir. So we have we're we're currently working on one,

10:09
Speaker 6

location, one opportunity that would be more than one mill reduction if we over what it's currently paying on that same piece of ground. So we're working on economic development specifically

10:20
Speaker 6

to reduce property taxes. That's our goal.

10:23
Speaker 1

Thank you. It's it's worth noting too that I think what's interesting is particularly through the productive work of Randy Knighton and his team over the last three years.

10:31
Speaker 1

This is the only city in North Fulton that's actually actually rolled back the property tax rate two of the last three years.

10:39
Speaker 1

It has the lowest,

10:41
Speaker 1

property tax rate that has had in seventeen years.

10:44
Speaker 1

But the questions as I think we share

10:47
Speaker 1

the ultimate goal, I know that I do, is that we ultimately

10:51
Speaker 1

wish to eliminate

10:52
Speaker 1

the residential property tax

10:54
Speaker 1

for city Roswell residents and that's

10:57
Speaker 1

one of the many factors behind

10:59
Speaker 1

I think the significant measures we take in our budgeting

11:02
Speaker 1

as well as

11:04
Speaker 1

our economic development plans and creating new sources of revenue

11:09
Speaker 1

because ultimately, we do it is our plan to not only reduce

11:13
Speaker 1

residential property tax but ultimately to eliminate it. So we appreciate your concern, Daryl. Thank you.

11:20
Speaker 1

Any other thoughts or comments or questions from counsel?

11:25
Speaker 1

Thank you very much.

11:28
Speaker 6

I thought we should, I would like David to say why we're doing this as a special meeting just for the record, just so everybody knows why that this is a special called meeting.

11:38
Speaker 7

Under

11:39
Speaker 7

the state law,

11:40
Speaker 7

if there is if the city is not rolling back the military,

11:44
Speaker 7

we are required to have three hearings.

11:47
Speaker 7

And this is one of those hearings. And one of those hearings is required to start between six and 07:00.

11:53
Speaker 7

So our normal start time is 07:00,

11:56
Speaker 7

so this is a special call meeting at 06:00

11:59
Speaker 6

under state law. Thank you. Thank you, David.

12:03
Speaker 1

Thank you, David. Alan, anything else, sir?

12:06
Speaker 1

Counsel, any other thoughts, comments or questions?

12:08
Speaker 1

Thank you so much. All right. Being that there are no other comments

12:13
Speaker 1

and there is not a vote on this item,

12:16
Speaker 1

this special called public hearing meeting of 09/15/2025

12:19
Speaker 1

is adjourned. Thank you all for being here.
